Does KH2 autolevel enemies to teh level of the world? like the car heartless in hollow bastion seem way lower in difficulty there, but i imagine that just might be the creator of this seed doing things a certain way

Much like bosses, enemies are scaled to the Battle Level of each world/fight.

That is correct. The only exceptions being the Data fights and Lingering Will. Everything else, including Sephiroth, scales with the worlds they are in.
