Spoilers: At the end of the green witch arc, after Ciel commands him to “act as a demon would” to a military base they're escaping from, Sebastian corrects him in an internal monologue stating how as of now, acting impulsively according to his instincts has ceased to be his greatest pleasure, and playing as Ciel's butler has trumped it to become the most entertaining thing (which is masochistic as hell lol). But if Ciel wants him to be that sort of demon, he'll still perform that role. Which I think is why he chose to threaten Ciel with eating him, to snap him out of an episode of mental regression. This attitude contrasts sharply how he acted at the end of the Atlantis arc flashback, when he actually would not have hesitated to eat him.
