This is the same problem in Missouri. Missouri has the same problems of segregation on housing, education, income, and race.

Well federal government is not enough payment for school. Just like I went school deaf and went to high school short time back deaf school. Any reason of cases interpreter doesn't much paid as much education. But yes sometimes black or white goes frustrated. As my kids hearing go school for district school.
