He's like the Sailor Moon Version of Emperor Palpatine/Darth Sidious!!! the Way he Turn Chibiusa to the Dark-Side and Becoming Black Lady is like Palpatine Turning Anakin to the Dark-Side and Becoming Darth Vader!!!!

He definitely is very similar to Emperor Palpatine. While Prince Demande and Rubeus were like Count Dooku and Maul respectively. Useful pawns that were later discarded like garbage.

The Death Phantom was an incarnation of Chaos, the force that corrupted Sailor Galaxia. So, Wiseman was the most powerful of the villains.

I always have wondered this: Death Phantom and the Evil Dark Crystal needed the power of two Silver Crystals to be defeated, but Sailor Moon needed only her own "this worlds" crystal to defeat Chaos infused Sailor Galaxia who was the strongest enemy in the whole anime series. Queen Metallia, Pharaoh 90 and Nehelenia were all incarnations of the chaos, so does that make that Death Phantom was really the strongest thing in the universe and sailor soldiers would have been unable to defeat it without Chibiusa.

If I had to guess I would say Wiseman is popular because he so resembles the Time Trapper. Here is a description of the Time Trapper from 1988 nearly 4 years before Sailor Moon was even written: "All things have ended here, even those that never began. Dreams have crumbled to dust, and lives faded out of memory. In all the universe, it seems there only remaining energy enough to swirl the fragments of the past and abandon hope of the future... They called this the End of Time and pray it will not come in their lifetimes. They have called him by a 1000 names. He is Night, Death, Apocalypse, Eternity, Entropy, Time. To all that live, all that moves, all that hope that tomorrow will dawn, he is the enemy. This is his kingdom and its day has come." - LSH #50 (1988) pg 1-2 repeated 42-43. The Time Trapper in turn seems to be in part based on the would be hero, Galos Gann, trying to restore humanity in the 1936 _Weird Tales_ short story written by Edmond Hamilton "In the World's Dusk": Galos Gann is the last living human being, a withered figure, cloaked entirely in robes, who sits brooding in a towering hall in the desert wastelands of the Earth in the distant future. Gann uses his super-scientific knowledge to try to revive the human race, only to be thwarted at every turn: he returns the dead to life, only to find that they cannot propagate, and pulls men and women from the distant past to act as breeding stock, a process that drives them hopelessly insane. One of his resurrected subjects describes Gann's struggle against entropy: The dead man said hollowly, "You strive against the inevitable like a child breaking his hands against a door of marble. It is the law of the universe that everything which exists must come some day to an end. Planets wither and die and fall back into their parent suns, and suns strike one against the other and are transformed into nebulae, and the nebulae last not but in turn condense into other suns and worlds that in their own turn must die. How shall you hope amid this universal law of death to keep the race of man forever living? We have lived a fair life for many million million years, we have struggled and won and lost, have laughed in the sunlight and dreamed under the stars, have played our part in the mighty drama of eternity. Surprised he doesn't have more views. He always came across (from what I saw) as easily the most evil character on Sailor Moon, I don't know the whole story on Chaos, but I know that this guys ambitions are identical, but that would make sense if he's some incarnation of it. I still remember the line in English I didn't think they'd allow (since they never mention death) where Wiseman says "If I don't accidentally EXECUTE you first! Hahahah! Fool, he has no idea how powerful I really am!", I thought I was hearing things. lol I expected some hateful song for him, so another great choice.

In the anime, Wiseman is easily the most evil villain. The way he groomed the Black Moon Clan at a young age, just for them all to be discarded like garbage. He played a role in all four of the main members’ deaths. And he enjoyed every second of misery he caused. Plus brainwashing a child is pretty sick. He is a pure evil bastard through and through.

Wiseman was a pretty good villain but definitely underdeveloped in the anime. You should read the manga, he's a much more interesting character in that.

I haven't read the manga. Wiseman ist an individual who manipulates and brainwash others to get what he wants. Nephrite ist similar to him but he uses Astrology to control individual desires
