Cause shoulders up the make up makes her features look mature but the when it zooms out to her full body, the clothes are loose and gender neutral (just a t-shirt and Bermuda shorts) which makes girls seem more "youthful" because society expects young adult women to dress "provocatively". So if she was wearing something more form fitting it would make her appear slightly older.
