Are they planning going to add new server in BNSR Asia? If not, hows the catch up system for newbies or returning players?

yes there will be a new server bsr16, if you want to catch up i suggest go to the new server since there will be a free ancient exp pet, for sure all will enjoy there. make sure you login to the new server if you login on other server the freebies can only be claimed once
