You receive yellow ponchos when you see the Cave of the Winds (the wooden staircases). The blue ponchos are handed out for Maid of the Mist (the ferry ride). The people wearing blue at the Cave of the Winds must have kept their ponchos (which is absolutely allowed) after they left the boat ride.
