All the nuclear command and control facilities were in Russia, so Ukraine would have to have build all new ones if they'd kept the nukes. Their economy was not good at the time, and they didn't have the money to build the facilities, nor could they afford to protect and maintain an arsenal of hundreds of nukes. But yes, the US is obligated to help them defend themselves.
