I'd like to think that the reason Doug's performance as Hazama isn't as smooth and menacing is because BBTAG is like a "what if?" diversion from BBCF. Since in CF, Terumi no longer inhabits Hazama so much of our favorite troll's terrifyingly smooth delivery is gone and he's more of a sarcastic troll that just wants to mess with everyone for the hell of it.

Why are there unused voice lines?

They always have those, in every BB game, in both languages. Most likely they were scrapped ideas for moves, or possibly for potential EX versions of the characters like what Guilty Gear used to have. Some of Hazama's dialogue here refers to Terumi's moves, for instance.

Every character has unused lines for Distortions and Exceed Aceel moves that never made it to the game. Hazama has some unused clips for Unlimited too
