I also think it's Justice from Guilty Gear but if it was that Persona they should at least remove some of the white colour, but how is no. 12 Blake? The dark colour isn't very black more like blueish? They should reference a grim colour or maybe Weiss summoned Knight form!

I think the 12 one looks more like Blake's new outfit than the outfit shown in this video, especially since her new outfit has gold trim that matches the spots on his shoulders.

I was actually confused with that one too. BB wiki says that the reference is to Ken but no version of him actually looks like this colour of Naoto. But since I don't know Persona I couln't guess who might it be referencing.

I know a couple of them, they can be slightly harder to pick though since unlike 8-12 which are from specific franchises the 13 ones are references to stuff to do with the character that could be from other franchises, for example Weiss 13 is Disney Snow White.

All the persona characters have a P5 skin for 13. I know gordeau has Gambit from the xmen for 13 Hakumen has the green ranger for 13 Jin does also (it could also be Kamen rider.) Nu-13 has jehuty from zone of the enders I think Platinum has chibi Ursa from sailor moon Jubei has torakaka from blazblue Linne has shadow the hedgehog Orie has the pink ranger (or possibly a reference to yukari's redesign in P4 ultimax) Ruby has summer Rose from rwby Weiss has snow white Blake has Belle from beauty and the beast

This is gonna sound crazy but I have heard some people think Jin 13 could be Anna from Frozen and Ragna is Elsa. I gotta admit Ragna 13 does remind me of Elsa. I haven't seen Frozen so I had to look up who Anna is but it seems she does have at least one outfit that matches Jin 13 colors. Some of the images I have seen even include a pink fan similar to the hilt of his sword although I am not sure if those images were from official sources.
