I think Nigel expected too much from Sam, he knows what he's like, scatterbrained and probably exausted from the trial. Pretty good metaphor for the common citizen. No initiative or sense of responsibility at all. Even though Nigel didn't say the precise words "can YOU look after the rice from now on", he still told Sam it was reducing and would only need a few minutes more. Sam could easily have taken the opportunity to take over when he noticed Nigel was no longer present, but no.
