I'm still confused what exactly server sided rendering is in the context of blazor and web dev in general. Does it mean the server sends html that's already organized to be displayed so the client doesn't have to parse anything? Idk I feel dumb

That's it exactly. The initial page is generated quickly on the server and sent to the browser. Any subsequent changes due to user interactions are handled in the browser.

Prerendering while loading is not responsive. How can I place some loader and disappear when its fully loaded.

Won't having large data set on the page generate progressively larger html because of the state (base 64 encoded) being there on the html? This still feels quite a hack. Also maintaining state on every page will become a chore on a large project without a proper "framework"!

I believe Blazor in DotNet 8 will make this video obsolete. It is no longer called Blazor United now, but I believe server pre-rendering is one of it's promises.
