thank you Kenny. This has been frustrating me for two days or more. Your explanation has been much clearer and functional so far. I am trying to apply the method to a Video, MP4. So far the output hasn't worked quite, but i can see it is on the right track using your method.

You can also use the smooth corrective modifier in combination with displacement and subdiv.. It will clear out the noice.
