When building your skatepark you should consider how to have different textures on the ground throughout the park that give unique vibrations to the wheels to help you identify where you are. Kind of like braille on the ground that you read with your board!

Because blind does not always mean the same thing and there are varying levels. I Think there is an older video on this channelof these same people explaining exactlywhat they can and cannot see. I highly recommend it. I went to school with a guy that as long as he wore his glasses he could see a wall like 2 ft in front of him but still couldn't really read unless he had his super specialized magnifying glass.
