No there are several kinds of quirk, the always normal looking (Todoroki, Deku, Denki, ect.), the sometimes strange looking (Kirishima, Toga, ect.) and the always strange looking (Shoji, the Slime, Froppy, ect.). The invisible girl belongs to the third group of wich Aizawa has no influence on with his quirk.

But her quirk is a Mutant type, meaning she was born with it. You develop your powers when you're four IF they're transformation or Emitter. Tokoyami was born with a bird head and Shoji was born with his many arms. Hagakure was born with her quirk. She's never been visible.
