I doubt that John Arnold is a disinterested as he claims in the issues that he lobbies for/against.. No way that Arnold made in "billions" in gas trading at Enron and thereafter without unethically/illegally exploiting flaws in the gas trading system, something that Enron was infamous for engaging in. Just another case of a billionaire buying a seat at the table.
