It's something to do with new youtube rules... I believe content creators now have to classify their videos as "for adults only" or "child friendly" and if they are caught in the wrong category they can get fined or something scary like that. So she is probably just taking a precaution for that!

COPPA has changed KZbin alot. You'll have to google COPPA to get the full rundown but basically because of COPPA any channel or video that may (or may not) contain ANYTHING a child may watch will have comments turned off. Thus, no communication between viewers and the channel. By stating that the video is not intended for children helps keep the video under the COPPA rules.
