That is a very broad way of putting it. Setting the correct preload based on how much the bike is loaded allows you to use the most travel out of your suspension. Incorrect preload means you are not using the suspension efficiently.

Increasing preload will increase seat height. Decreasing preload will decrease seat height. But both are very small amounts of increase and decrease.
