There's a very specific reason that van has that customization. And it's surprising that Rockstar was that knowledgeable of the underground scene most people don't know about. It's called "dajiban." In Japan it became popular to race and drift Dodge vans. Noriyaro covered it once a couple years ago on youtube. It's surprising that Rockstar knew about this niche Japanese cult automotive sport pre-2013 or whenever they made that van for the vanilla launch of GTAV.

In GTA there only spawns a small batch of cars. So you can only find the cars that are in that batch. Example if you want to find a Futo you can't find it if it's not in the batch. But if a sultan is in the batch you will find a lot of sultans
