nucky underestimated rosetti as a dumb low level thug. he didn't think he'd overpower and outsmart him. he didn't do his homework or he would've known he's connected and has powerful friends in ny. nucky always thought he was the boss of the east coast and that ego almost got him killed. he got lucky. rosetti lost the war but he permanently destroyed nucky's rep and turned all of his 'employees' (rothstein/lucky/meyer) against him.

Nucky just didn't think he would start a war over a farewell message. Rosetti wasn't as smart as Nucky. The only reason he had all the support from Masseria that he did was because Masseria wanted Rothstein and Lansky dead and right before Masseria was about to have him killed, he gave a convincing speech. He wasn't a good businessman. He lost the territory he was supposed to control in NY. He killed a guy for talking about 3 in 1, lit a cop on fire for saying good luck, robbed a church and beat up a priest, killed his #2's cousin with a shovel while he was buried in the sand for talking about rogue waves, and even with 50 guys, he failed to kill Nucky. Nucky outwits almost everyone he gets in a conflict with and stayed the boss of Atlantic City for the whole series. His resourcefulness in Season 2 puts him above everyone in the show.

Rothstein whole heartedly should have backed up Nucky. But it's funny in hignsite bc Rothstein n Rosetti where big players in the game, the just slightly couldn't see down the road just barely down the road. But evolution has a funny way of changing things. If Rosetti woulda just played his role a little while longer he woulda been a top guy. The thing I don't get about this season is why Nucky has to send booze to Rothstein using trucks. He's the boss of Atlantic City and in Season 2 when Nucky was looking for a port, Rothstein told him he had an import operation in Long Island. If Nucky could send 1,000 machine guns to the IRA and the IRA could send him 10,000 cases of whiskey in crates labeled oats, I don't see why Nucky couldn't have avoided the whole problem by sending Rothstein his booze on boats labeled as something else.
