@@ronin8490 it isn't unconstitutional to require a permit. The 2nd amendment literally states that regulation is necessary. Before you try to ad hom me, I own multiple guns and have a CCW. Edit: fellas down below tried to cherrypick from D.C. v Heller. Scroll down for text that I pulled from the same case which provides the actual context of how and why the Second Amendment permits regulation of what it provides for. Edit 2: here is the applicable section of the ruling from the SCOTUS case of D.C. v Heller, 2008: *_"Like most rights, the Second Amendment right is not unlimited. It is not a right to keep and carry any weapon whatsoever in any manner whatsoever and for whatever purpose: For example, concealed weapons prohibitions have been upheld under the Amendment or state analogues. The Court’s opinion should not be taken to cast doubt on longstanding prohibitions on the possession of firearms by felons and the mentally ill, or laws forbidding the carrying of firearms in sensitive places such as schools and government buildings, or laws imposing conditions and qualifications on the commercial sale of arms. Miller’s holding that the sorts of weapons protected are those “in common use at the time” finds support in the historical tradition of prohibiting the carrying of dangerous and unusual weapons."_*

Maybe. A lot of times running up is safer for officers. Less time for the criminal to grab his gun. We call it the bum rush and typically prefer it over the old school felony traffic stops. In high crime neighborhoods like this, you try and do a felony stop, they are either just refusing to stop their car; if they do stop their car, they are down the street running before you can even give your first command; or they now have time to grab the gun from under their seat and are now ready to shoot it out. These guys are pros and know what they are doing. They know they need to move in fast and get the jump on him. There is no perfectly tactical way to handle every situation. Sometimes, it’s just a bad situation to be the officer.
