Something to note is when Eraserhead tries to erase the nomu's strength it doesn't work. Eraser says that he is just that strong. To add on to this shigaraki when listing the nomu's multiple quirks doesn't say that super strength or speed is one of them. Meaning the nomu is just that strong and fast. So we could possibly see a hero that doesn't have a quirk but is still as strong as all might.

Or Nomu are made by All for One splitting countless quirks and the strength quirk part was kinda obvious so he didn’t need to mention it. Yet he mentioned the quirks that needed explaining. Not saying this is canon, but what if Nomu had a kinetic energy absorption quirk and Shigaraki only said that to get All Might to hit him more and make Nomu stronger without his knowledge?

Cant Confirm. In the anime yes, there was no other nomu as strong as that one, although there is a Nomu in a recent manga chapter that was intelligent and could think for itself, even Speak I think, but it fought a different opponent so we cant really compare them. Theres also the Nomu from the Forest fire that had weapons attached to it (like a chainsaw) which hasnt been seen since that arc.
