Flo wanted to say something, but she was literally pressured and blackmailed into staying silent. Yes, Flo did lie. But don't ignore the fact that Flo wanted to say something eventually (better late than never) but due to pressure from Zoe and Shauna and the possibility of being blackmailed by Thomas (a Forrester Male), what was Flo suppose to do? On top of that, notice how not just in this scenario involving baby Beth but in life as general, the main architect of the organized crime gets the least severe punishment but the accomplices get the worst punishments.

I still don't believe that the baby Hope has Beth. I think Beth really did die on Catalina Island. When Hope got back the baby, a DNA test was never ran on it. There has never been any official confirmation that this is Beth or that Hope and Liam are the parents. There is no concrete proof that this is Beth. I don't believe that is baby Beth. Given everything that Hope has been through, you would think she would want some solid evidence that this is her baby but no she went based off something a little kid overheard his dad saying. Even Thomas didn't know if that was really Beth. Hope is a fool. The truth will come out down the road and it will be a double blow for Hope.
