In the manga a digital clock is overlayed over some panels, usually wide shots of the palace that show where everyone is and what they are doing. You say the main reason APR exists is to keep track of time, but I would say it's the opposite: APR's ability is so important to the fight that time has to be explicitly shown. There's been some complaints, which are perfectly understandable, about the fact that too much is happening in too little time. Togashi could have ditched the whole time framing to solve the issue, but I believe he valued APR's ability so much that he decided to have everything else fit into its activation time, even at the expense of the suspension of disbelief.
