How many characters use sage mode? and in the war arc, things get super op for sure, but only with the main characters and main villain. But aside these the war doesn't have that many characters that would beat Kisame easily.

Danzo doesn't hunt Ao becouse he wants his byakugan. He has Byakugan users in foundation. He wants it so the other villages doesn't have the secret jutsu that is supposed to be only belonging to the Leaf. The very same reason why they dispose of the bodies, and hunt for rogue ninja. Ao with his Byakugan is a threat to the village, a slip up that needs to be cleaned.

Kisame is litteraly chilling *in* Samehada right now and will even use it to absorb Bee's chakra on the Island. So Samehada really likes Bee, but Kisame faked the betrayal to infiltrate the Allied Shinobi forces
