It may not necessarily be that they didn't want to. There are lots of factors that influence the decision to go ahead with an indictment. They may have been certain that he did what's been claimed, but not confident that they could convince a jury beyond a doubt. Unfortunately we just don't know.

According to the DOJ, the two primary witnesses refused to cooperate with the investigation, and without it they couldn't get a conviction. Later they opted to cooperate with the ethics committee, who now have witness testimony and evidence that the DOJ never had. But you're right about money. If you ever lived in North Florida, you know how Daddy Gaetz operates. These days he pays them off, like he did with Matt's DUI. Forty or so years ago, problems like these two women would just, well...disappear.
