At that time there was no "mongolia" yet. Large part of the land of Mongolia and Inner Mongolia today belonged to Xiongnu Empire at that moment. There is also a saying that after Xiongnu tribute broke, their people merged into different ethnic groups (even into the european), including today's Mongols, some people also believe that Xiongnu is the most ancient ancestor of Mongols (controversial). I think that's why they use Mongolian to represent Xiongnu. Back in 33BC when paper was not invented, only China recorded this history of Xiongnu Empire because only China had a perfect official system of recording every historical incident back then.
