Kind of chicken decision. I'm pretty sure if England won by penalties and had better stats you'd refer to stats in order to prove the England team was better. It didnt happen so you have to stick to another opinion. "on that they were even" so what's your point exactly? Italy wasn't underesimated or what? "Penalties can go either way this doesn't signify dominance." Well, when the score is even and the players can no longer play but the tournament requires there to be a winner then penalties are much better than a coin flip, right? Just go and kick strong and accurately but England failed on that 3 out of 5 times. Football is a game of strong and accrurate shots, init? long story short: they indeed were even by goals but Italy was better at penalties so Italy was better overall and thus deserved this. And who tf was talking about dominance? It's funny how you disregard both statistics and penalties performance as irrelevant metrcis. Go check out the Denmark vs Finland match. Denmark was WAY better in all possible aspects including stats and lost 0 - 1just by accident. And then Denmark made it to semi-finals so that even England barely could beat them even with a little help of their friends. Finland then lost to Russia and that was like the worst team in the tournament. Stats don't matter, man. Stats don't matter.

@@davidjrawang1309 Technically speaking, this case is faster (two years + 1 of pandemic) :) Moreover, in 1998 France didn't have to qualify to the World Cup, since they hosted it (at that time this was the rule). And sometimes is much harder to qualify than playing a good cup. Nevertheless, France in 1998 was really a good and different team respect to 1994. I have to say that probably the toughest game they had was exactly against Italy. I can still remember a ball from Roberto Baggio that missed the goal for 10 cm.
