The shanks set is Litteraly such a pointless medal sent on him. The skill 1 cooldown is pathetic, shanks gets massive skill 2 cooldown on kill with skill 2 so the extra 8% from the FR medal is completely unoticable honestly. Damage or cap speed is the only way to build him. I’ve tested many different set and skill cooldown just doesn’t work. He has no base traits that affect cooldown other than the skill 2 trait so you build around damage to make sure that skill 2 kills.
