in question number 4 if we already removed all the all the same number once i.e from 0to 10. then why we removed 0 once again

because 'all zeroes after 2' is invalid. We removed the same numbers once because they were counted 2 times. We removed the case where all numbers were 0s twice because that case is invalid as per the question.
