Because theirs is only Town committee election. Mokokchung, Dimapur and Kohima are entitled to call "Municipal Councils". The rest, only Town councils.

Voting can continue even after 4:00 pm if people are in queue. But in such case, the presiding officers should issue slip to voters in queue from the end to the start and complete the Voting process.

There were 6 p.agents inside (2 each from all 3 parties) All the voters were cross checked and geniune. The polling officers don't know whichever party the individual belongs to but if only the individual is geniune, the officials will give out tokens (which was done here)

After the time is over .. if there is genuine voters who havent caste there votes than a slip is given to them. Only those voters with that slip is allowed to vote. If the presiding officer has distrubted the slip and let them vote even after 4pm than thats legal...and it cant be termed as booth capturing...
