Aap 9.99 % less karne se bhi general ka 14.99 % less barabar hai. Lekin agar koi ST/SC contractor 14.99% less file karta hai to use tender mil jayega. Abhi ka time me ST/SC wale bhi 14.99 % less file kar rahe hai. To mai to suggest karunga ki agar bahut competition hai to 14.99% less file kar sakte hai.

APS is Additional Performance Security in case of abnormally Low bids. Your guessing is also same. When any contractor quotes his rate lower than the govt preset rate then he/she has to deposit APS. There are different level of rate fixed by the govt. Below 5% there is no APS, From 5% to below 10% APS is 50% and From 10% and above APS is 150%
