Keep in mind Obama was opposed by both parties for a large part of his presidency and I don't know how big the appetite would have been for Obama helping them during the financial crisis. I do agree McCain would have stood up to him more though, even if neither Bush or Clinton stood up to Russia when they invaded Georgia and Chechnya. Hell, even the Russian Afghan war was mostly just 1 Senator using his political capital to help them.

Of course he could veto and congress may override it, but I think the money would have to be given to Ukraine and then they could buy weapons directly from companies.
