Paulie was a long-term investment: an old school soldier who was reliable for info and would consider flipping sides but who was also very easy to pump for NJ info. John had way more to gain from keeping Paulie a secret rather than the satisfaction of clipping Ralph.

Lupertazzi sr was so damn calculated in that phone call. He had time to think about it. He woke up early, had enough time to get dressed nice, and he was thinking the entire time about how to give the go ahead without giving the go ahead. The wording, the phrasing, the calculative speaking. Very spot on. He was ready and prepared to speak before Tony even got out of bed. That’s why he busted Tony’s balls about still being in bed. It was a hint to “pick your head up and listen.”

One thing I don’t think people give Tony enough credit for is how he handles Carmine’s phone call. Everyone says Tony doesn’t do mafia speak very well, but he’s immediately able to pick up on what Carmine is saying, even though he was sleeping a minute ago. At the same time, Tony himself stays noncommittal as well, even shifting things back onto Carmine. And when Pussy was ratting, and Tony knew? He was able to easily avoid spilling any details, even when Puss drilled him with all the subtlety of an African elephant. And when Johnny approached Tony about whacking Carmine, even though he did so in a VERY blunt manner, Tony avoided giving any confirmation whatsoever

Tony was baiting him - Johnny saw through it and that's why he didn't just outright refuse to do it, and instead brought up the old times, which is a fallacy in this respect. Tony knew he wouldn't give up the guy because no matter who the guy was, he was talking out of school according to Ton' and both Johnny and the guy would have looked bad because of it, despite it not really being Johnny's fault. And the other guy's right - why give up an asset like that when you can try and convince them to let you kill Ralph anyway? Who's gonna tell you about the next joke they make about Ginny's fat ass?
