In total Hamiltonian, T_n (kinetic energy of nucleus) is neglected b/c BO approx considers the nucleus to be at rest but why V_nn (nucleus- nucleus repulsion potential energy ) is it also neglected in Hamiltonian?

I think that because V_nn is positive wich indicates positive total energy in little distance between nucleus, which not stable. However the V_ne with negative sign make it stable automatically. For V_ee, with negative totale energy in little distance, which stable.
