I've used the masonry wall drill bit on the same gsb 500 re, but for some concrete wall, it just doesn't penetrate enough through to create a mini hole. Any idea?

what do you mean? Yeah, it has a reverse switch that is need to be pushed.

Why is it sold as an impact drill(the name) when it has the hammer function, it should be sold as a hammer drill?

That's Actually an Impact drill because most of it's function is for driving screws. but it has a function of hammer drill. So we can say, Impact drill with hammer function, but in general that's an impact drill. It only have a mini hammer function.
