Yeah, it's clearly a penalty at 16:37. He full on extended his arms to complete the shove when they were way out of bounds. It's a penalty every time. Have to protect the ball carrier and even the players/personnel on the sideline that could get injured by shoving that far out of bounds. He ends up crashing into the chairs/equipment managers that are like 10 yards away from the sideline. Compare it with the end of the play at 9:04 where the ND player (#34) is hitting the IU player right as they are heading out of bounds, but you see him hold up to keep either of them from getting hurt
