Sir, in hardware synchronization you are telling that critical section is vacant when lock =o but in semaphore your telling that semaphore s =1 when criticla section is vaccant.. How that is interchangeing??

Yes in synchronisation hardware 0 indicates unlock and 1 indicates lock. But in semaphore 1 indicates unlock and 0 indicates lock. Concept itself given like that.
