In the original version of Super Mario THE Lost Levels, known as Super Mario Bros. 2 in Japan. Players fought a Blue Bowser before the real thing. There's a lot of mystery and interesting information surrounding the character and I'm here to dissect it.

I like to think the Koopalings were Bowser's step children from a brief marriage. We know he had a wife at some point because Junior exists. Bi just figured they were her crappy kids from multiple previous marriages that Bowser kept trying to get out of his castle.

Here's an idea: The Koopalings aren't Bowser's children, they're his brother Bruce's children. Bowser used to think they were his, but it eventually came out that their mother cheated on Bowser with Bruce, who sired all of them. That's why Bowser disowned the Koopalings, and banned his brother from all his castles.

That's Bruce!!! There is actually another recolored Bowser you can find that is colored white, but this one can only be encountered in glitched levels. I believe the white Bowser is called Bruno!

His blue pallette is actually due to the game using the underground pallette for castles, but when you reach normal Bowser, that pallette gets replaced with the green one.

It might just be a coincidence, but in ssbu bowsers 7th and 8th alternative styles are similar to the blue and red bowsers. (Compare the image at 5:03 to bowser in super smash bros ultimate) they are very similar with the big differences being the color of his face and stomach.

Yes, I have heard a tiny bit about that, and seen this image of Bowser's Brother in high graphics, and him being a prince or something. I must say also that maybe he is the most powerful since he's shell is blue, which is more powerful. Anyway, the thing is, in the original super mario bros, I sometimes see him blue (like a cave -man- koopa) for a split second, before the axe loads. So yeah, just like someone else in the comments said too, yeah. It's just like how Marty the Thwomp from Mario Kart 64 isn't actually green and it's just the lighting there. Yeah, so they might look exactly the same, although if they did have slightly different colours, that would be cool. But hopefully he appears again, yeah. At least he has appeared in some spin-offs.

In Mario Party Island Tour, Bowser himself calls Dry Bowser "a close family friend", which might sound weird to call your brother "a family friend", but Bowser often calls his minions and other characters in a derogatory way, so maybe he's not too fond of his brother?

In the NES release Bowser's brother is not supposed to look blue. Basically as you said he's using the palette of enemies like Hammer Bros. or Koopas, which underground and in castles use this palette. So if Bowser Brother was placed in the overworld, he would look the same as normal Bowser, and underwater he would be gray, like cheep cheeps and other normally green enemies look there. Anyway, it's still kinda confusing to me how the normal Bowser stays in the overworld palette in castles.

Also in SMAS, Koopas underground or in castles also use a bit different palette than in the overworld. The skin colour is more vibrant, and the shell colour is a bit more minty.

Basically, when you approach the boss room, the underground palette gets replaced in memory with the overworld palette. That's why the screen leading up to it doesn't usually have any other enemies, since you'd see them change in real time.

Fun fact: that is actually just another bowser (in the original) but because the axe isn't loaded hes blue. The same thing with the koopas in the castles, because the axe isn't loaded, they are blue and not green!

It's possible that in the games where Dry Bowser is present alongside Bowser and isn't just a skinless Bowser, it could be Bowser's Brother. For the most part it's just a fun theory/headcanon, but there's dialogue in Mario Party: Island Tour that seems to suggest it.

Dragon ball fans: "First time?" Anyways let's be real, they're never ever gonna elaborate or bother with this ever again, he's so clearly an afterthought it's not even funny. The sad thing about Mario characters is that given how "vanilla" the franchise is, they're nothing more than just a bunch of video game pawns to nintendo (except maybe Luigi I guess), so any sort of consistency, world building and lore expansion is a waste of time to them. Though it's still a fucking miracle how Pauline made a return. Like what meaningful role would the brother fill that Bowser, the koopalings or his son wouldn't do anyways? The Bowser sprite is a different color done by a color palette glitch, when Bowser isn't on the screen with the axe, his color palette changes. Its odd. I am unsure of the reasoning, but I learned of it from a SMB1 Kosmic Stream, where a Bowser appeared off screen from the axe, and had the same color scheme. I presume this is the same scenario.
