There's actually an easy way to fix the minimap. Whenever you load a mission, start in an interior and the minimap is gone, simply press Y -> go to Mission Menu -> open the Load Mission or Save Mission menu (both will fix minimap) -> leave the menu, the minimap will be back.

So I think, the author of this mission just forgot to change that actor's behaviour. He was supposed to be your friend and not shoot you, then talk to you, then drive together to LV
