It's a little more complicated than that. In California the State Insurance commissioner refused the insurance rate increase proposed by the insurance companies. Inflation cost... Influx of uninsured illegal drivers... increase of vehicle break in crime and theft allowed by the state...have all increased the liability and cost for the insurance companies. Most major insurance companies have either left the state or stopped insuring all together. Also the fact that people build their homes in high fire risk areas, and the fact the state refused to clear brush and dead trees for "environmental"reasons have exacerbated the fire problem. THEN the same state governor and his predecessors refused to build and expand water reservoirs on behalf of a fish that's pretty much extinction also factor in the water shortage to put out these fires.
