@@LiterallyRomanBruh I don't think Charlie is above Hank, he's still goated tho. While Charlie is only a high school student and a serial killer, Hank is an experienced DEA Agent. Governor has better skills than Charlie as well, he could overpower Rick for a few seconds before getting stabbed in the back by a sword. Charlie only wins Cheong-San in there

I think it's close, but imo Hank High Diffs. He has better preparation than Governor imo
