Yes even the German national football team who won the world Cup in Brazil 2010, were asked to pay duties on extra goods by customs in Berlin Airport. Simple put it : customs are doing their job .

obama, they have to pay customs because the port isnt 100% own by ghana at this time, the one who is the highest share holder for the number of years given to him isnt doing charity work and two, he's not from ghana to care about what is deemed as national or not. Customs are more like working for a 3rd party at the port. You can dig in to find out more, so this shouldnt be surprising to you as a journalist.
