These are Delhi Civil Defence Volunteers. These people have come to Jantar Mantar in Delhi today to demand employment. That is why it is written on their placards that give us employment.
These 10,792 Civil Defence personnel were removed from work by the Delhi Government on 31 October , 2023 , without any notice, on the orders of the Lieutenant Governor of Delhi .
According to several newspapers, on October 27, 2023 , Delhi Lieutenant Governor V.K. Saxena ordered the removal of bus marshals , terming their appointment and deployment illegal under the Civil Safety Act-1968.
To challenge this order, the Delhi government filed a petition in the Supreme Court.
But Hindi newspaper Navbharat Times has claimed in one of its articles that Delhi CM Arvind Kejriwal himself had sent a proposal to LG to end the services of bus marshals.
In the battle between the Delhi government and the Lieutenant Governor , it is difficult to say who is right and who is wrong. But it would be correct to say that the Civil Defence Volunteers have been suffering in the battle between these two for the last 8 months.
What is there in the Civil Defence Act- 1968? Due to which these workers have been rendered unemployed ?

ये दिल्ली सिविल डिफेंस वाॅलंटियर्स है। ये लोग आज दिल्ली के जंतर-मंतर पर अपना रोजगार मांगने आए है। इसलिए इनके प्ला कार्ड पर लिखा है कि हमारा रोजगार दो।
इन 10,792 सिविल डिफेंस कर्मियों को बीते 31 अक्तूबर, 2023 को बिना नोटिस दिल्ली के उपराज्य पाल के आदेश पर, दिल्ली सरकार ने काम से बाहर कर दिया।
कई अख़बारों के अनुसार 27 अक्तूबर, 2023 को दिल्ली के उपराज्यपाल वी.के. सक्सेना ने बस मार्शलों की नियुक्ति और तैनाती को नागरिक सुरक्षा कानून-1968 के तहत अवैध मानते हुए, बस मार्शलों को हटाने का आदेश दिया।
इस आदेश को चुनौती देने के लिए दिल्ली सरकार ने सुप्रीम कोर्ट में याचिका दायर की।
मगर हिन्दी अख़बार नवभारत टाइम्स ने अपने एक लेख में यह दावा किया है कि खुद दिल्ली के सीएम अरविन्द्र केजरीवाल ने बस मार्शलों की सेवा समाप्त करने का प्रस्ताव एल.जी. के पास भेजा था।
दिल्ली सरकार और उपराज्यपाल के बीच जंग में, कौन सही है और कौन गलत यह कहना मुश्किल है। लेकिन यह कहना सही होगा कि इन दोनों की आपसी लड़ाई में 8 महीने से सिविल डिफेंस वाॅलंटियर्स पिसे जा रहे है।
