There are no Bill of rights protecting freedom of College accreditation, for the judicial branch to overturn. Which means Congress acting on behalf of their elected officials through the Secretary of Education can revoke anything they feel is in the countries best interest or change the current laws to do so otherwise. There is nothing or anything above the law.
