A shield stregth depends on its durability - i think

If a mob does less than 3 dmg, the shield WILL NOT take durability damage. But 3 or up it will take that much damage and round or add 1. So if someone does 4 dmg, it’s 5 durability lost. If it’s 4.5, still 5. So if you block a warden on hard, blocking 7 hits is 322 durability lost, then the 8th removes the remaining 14.

Shield durability damage is dependent on the damage it blocks. It takes one durability damage per one damage to an unarmoured player blocked. A shield typically has 337 durability points, unenchanted.

Unbreaking makes damage less likely,it does not increase durability, it just rolls a chance on it taking damage. Unbreaking 1 million will still prevent damage >100% of the time just like 1 billion

You could get away with Unbreaking 100 and get the exact same result as anything higher than 100. Except with armour. Armour in Minecraft always has a maximum chance of taking damage (I think it's ~12%).

I've actually enchanted a Shield myself in my playthrough, but it's a modded variant of Mending. The variant's method of repairing a damaged item is by exposure to sufficient light. It is appropriately called Photosynthesis, and is from TigerOfTroy's Spellbound mod on Fabric. Sorry for the tangent.
