Dating options started appearing for me at rank 4 with the Hex, trusted with Aoi/Quincy. But rank is not enough, the game does track other things, like if you trusted them enough to share info about Duviri. Not sure what the precise conditions are, but only Quincy and Aoi have the 'ask for date' option for me atm, although they're all at 'trusted' chemistry.

@@projekcja might be a bug? idk im pretty sure that it's intended to be max hex syndicate rank for when you unlock the option to date, or who knows maybe its just quincy and aoi are more eager than the others.

@Lolamy I wouldn't call it a bug, there's no reason to think dating has to be tied to rank like that. Maybe the game counts the number of gold responses you get in conversations and they have to go over a threshold.
