I believe what they mean by "life steal increase is 5 times weaker" is that the effect of the skill itself, on lifesteal, is 5 times weaker compared to other regen sources. It doesn't reduce your lifesteal, just doesn't increase it as much as everything else cause it'd be too broken probably.

Actually I think the life steal INCREASE being weaker is just telling you how the skill levels up. It starts 50% and every level after that is 5 times weaker than that and only gives you +10% instead just like in base game

so far all of the characters have felt pretty good, i would recommend opening the mod with OpenBLCMM and looking at the settings, there is a way to turn the difficulty down in there
