Your bracket only needs to be about 2-3in deep to have enough stability to where you can move your entire freezer by pushing on your skirt. Just be sure to use either "Deck Mate" deck screws or 5/8in dia bolts to fasten the sides of the bracket to the lumber you make the rest of your skirt from that way you don't have to worry about pulling out anything.....becides as a practicle measure if you use the screws and you mess up you can always take them back out again as aposed to nails.

use redwood for your skirt. It won't rot from getting wet. make sure its been dried and treated for furniture, if it isn't it could bend, changing its shape as it does dry.

Use steel cross supports for your boards to set across and it could be removable with them sitting on the shelf and still hold the weight of all the kegs.

if I were you, I would take pine and use Johnsons Deck Seal on it to make your skirt. I would also make an upside down "U" bracket on the bottom that fits over the walls both on the inside and outside diam of ure chest freezer and make sure the "U" bracket is 1 1/4in wider than the thickness of your walls that way you can get some 3/4in thick rubber weather stripping and put it on there to make a seal that you don't have to worry about
