This would be the right time to make sure that each paver making up the span of the step is level. Looking at 5:46, you can see that the each paver isn’t level. Worse, it looks like they are slightly angled backwards which means water (and dirt) will drain back into the steps…leading the same problem again. Level all the steps properly if they are off otherwise this will be a never ending seasonal repair.

Can’t really level the steps like wood as the masonry base and steps are not pliable. I suppose a leveler with some wood shims are possible. Or try brushing in some paver sand to the back to act as mortar and fill the space. But that’s a lot of work and more substances.

I would also use a bench brush to get any loose sand or debris from the step bottom and base top so the glue has marginally more grip.
